The central target is a joint construction: the same dynamics should account for the geometry used to measure distance, the clocks used to measure duration, and the propagation rules used to define a limiting speed.
What the construction must establish
Make each measurement operationally independent. State which symmetry relations follow from the construction and which properties remain inputs, then examine the physical limit and tests.
